The asura are confirmed among the four playable species. They entered the franchise in Guild Wars: Eye of the North and became a playable race in Guild Wars 2, so their return is continuity rather than a new introduction.
ArenaNet's species dev diary states that species choice carries no statistical difference — the pick is identity and story, not power.
